The article presents the opinion of economists - Nobel Prize-winner laureates regarding theoretical and methodological justification of individual country deep recession overcome. In light of their advices, comparative analysis of the main anti-crisis actions of governments of the developed countries and Ukraine has been completed. It is proposed a set of actions aimed at overcoming economic crisis taking into account the completed analysis and current Ukrainian reality.

The economic potential of Ukraine's economic entities as for the realization of the Kyoto protocol on a decrease of the rate of discharge of dangerous gases into the atmosphere is shown. By the example of measures realized at the open joint-stock company "Ivano-Frankivs'ktsement", it is demonstrated how the investment asserts for the sale of rights on the ecological quotas determined by the Kyoto protocol can be received.

ECONOMIC THEORY OF EARLY XXI CENTURY: CRISIS OR DEVELOPMENT
